Are these correct? What do they mean?
1. The cost of repair exceeds the replacement value. (This is correct? How come it doesn't need a determiner?)
2. The cost of a repair exceeds the replacement value.
3. The cost of the repair exceeds the replacement value.
4. The cost of repairs exceed the replacement value.

1. This is five times the speed of 16bit cards. (What does this mean? Do I have to use 'the'?)
2. This is five times a speed of 16bit cards. (This sounds incorrect? Why?)
3. This is five times speed of 16bit cards. (If this is wrong, how can I repair it?)

'the speed' is specific. It refers to '16 bit'.

2. and 3. are incorrect.
