Are these correct? What do they mean?
1. The cost of repair exceeds the replacement value. (This is correct? How come it doesn't need a determiner?)
2. The cost of a repair exceeds the replacement value.
3. The cost of the repair exceeds the replacement value.

'the speed' is specific. It refers to '16 bit'.

2. and 3. are incorrect.
