I think there is a missing word and it should be "at that hour".

perhaps Shakespeare omitted the "at" to preserve the metre.

Sorry, I didn't myself clear previously. Yes, it is related to Shakespeare' work- The Tempest, to be more exact, it is The Tempest from Tales from Shakespeare by Charles and Mary Lamb.

That hour refers to that hour of night.
