If a produce is currently being designed (is not completed yet), can I say:
He will like the function belonging to the product under designing.

No, that sentence is not quite correct.
He will like the outcome of our new product which is currently under design.
Here I have used a relative clause (which is currently under design) to add extra information.
I am not a teacher.
