I felt the first choice is sounding better cite a concern as an obstacle. But the 2nd choice is the right option. Is it because though after the comma is creating a suboridnate clause with that followed by a clause starting the concern........ is that dissection of the sentence correct?
In total there are three clauses, correct?
Please help. Also what is your opinion on the first choice?

I'll assume the parentheses don't belong in the sentence.
You need to think of some way to set off your own sentence from a quote.
"I felt the first choice is sounding better cite a concern as an obstacle." is very hard to follow. Here's some choices.
I felt the first choice is sounding better: "cite a concern as an obstacle".
I felt the first choice is sounding better: cite a concern as an obstacle.
I felt the first choice is sounding better - cite a concern as an obstacle.
I'm not picking on you in particular (a lot of posters need to learn this), but this might be why you haven't received a response yet.
To your question:
Your first example is wrong, and the second is right.
"The concern is that the bank's loans will help foreign producers compete ..." "And this concern is an obstacle to congressional passage" That's what it means.
"Some United States legislators cite a concern, as an obstacle to congressional passage, that the bank's loans will help foreign producers compete..." This is possible, but you need the commas.
"Some United States legislators cite, as an obstacle to congressional passage, a concern that the bank's loans will help foreign producers compete..." This is better, but it's still much clearer with the commas.
I have to confess that it took me some time to understand your question.
Still, the second option, "as an obstacle to congressional passage the concern " is the only one possible here because whatever you choose must tie in with the rest of the sentence.
From all the options given
A)
B) a concern as an obstacle to congressional passage
C) as an obstacle to congressional passage the concern
D) the concern, the obstacle to congressional passage,
E) as an obstacle for Congress to pass it the concern
only C) , as you correctly stated , fits.
