"The youth" would need a modifier: The youth of the country; The city's youth.

Apart from that, they mean the same thing.

isn't ''youth'' a noun and ''young'' and adjective?
the young mother.
the youth of Canada.
just a student.

Young can also be a collective noun for young people/children - "The young in our family are so noisy!"
