As someone else has said, there's no rhyme or reason behind the use of articles with many place names. But that doesn't apply in this case, except in that you don't put 'The' before 'Buckingham Palace'
when Buckingham Palace is a noun. "The garden" requires its own article, whether it's 'the Buckingham Palace garden" or 'the 23 Railway Cuttings garden'.

(Here, 'Buckingham Palace' is used adjectivally.) 'The Buckingham Palace dustbins' are 'the dustbins at Buckingham Palace'.
