In the text below, what do the words in bold mean?

Thailand's economy expanded by nearly 6 percent a year from 2001 to 2006, dependency on foreign investment and exports decreased and the country's income gap actually narrowed during a period when the distance between the haves and have-nots widened virtually everywhere else in Asia.

A joke I heard recently referred to the people who live in the 'stockbroker belt' - part of England, near enough to London for the owners to commute, but far enough away to be 'green and pleasant': 'the Haves and the Have-lots'.
