Dear teachers,

Would you be kind enough to tell me whether the following two article’s titles are interchngeble?

Bush and Lieberman Praise McCain as a Leader
Bush and Lieberman Hail McCain as a Leader

Not to me; they can hail him at the moment, but I'd wait until after the election before praising him.
