I was wondering why when you say: Basic English you must put "basic" in capital letters when it's before English?

Capitalize it only if it's in a title.
Ex: I am taking Basic English this semester.
Ex: She speaks basic English only.
It's also the name of a simplified form of English designed by Charles Ogden to make it easier to learn. ;-)
