Is it alright to say:

They want to account all the people for their crimes.

How about:

They want to make people accountable for all their crimes.

Depends on what you want to say:

Do you want to make people responsible for their crimes?

or

Do you want to actually tabulate the number of crimes?

No. However, you can bring people to account or hold them accountable.
