Please read the sentence:
It is a tragic love story relating _________ a young couple.
a. to b. with
The key is "a''. No problem. My question is why "b" isn't correct?

"relate with" is simply wrong. I can't think of any occasion where you'd need to say or write "relate with" instead of "relate to".
