1. A bay-bee is a baby. It's how a whinger would pronounce it.
2. The sentence says that Jaguars are being driven by Tories.
3. Yes.

Bay-bees is an exaggerated, and therefore sarcastic, way of saying babies. The exaggeration is a way of making fun of the people who agree with the idea that gas-guzzlers are ruining the world.

I'm an American and know nothing about Tories, but I assume that it is a continuation of the above-mentioned sarcasm.

"Sales going through the sub-basement," is a reversal of the idiom, "sales are going through the roof," which means sales are very good. You're right, it means sales are very bad.
