No, but you can use freezing.
It was freezing cold = it was very cold.
Frozen isn't used to refer directly to the weather. It is used to describe the state of something which has been subjected to extremely cold conditons.
His hands are frozen.
I tried to unlock my car this morning but the lock was frozen.
