The first one is correct because you normally say i'm a proficent user of English language and French language but to avoid repetition we can omit the first ''language'' word. So you obtain : I am a proficient user of English and French language

Why do you need the word "language"?

I am a proficient user of English and French.

or

I am proficient in both English and French.
