    Default allowing people to relay messages

    If people have been locked out of the forum, it's because we don't want to hear from them anymore. Allowing people to relay messages for them would be counterproductive.

    I could not understand the emboldened sentence. Could anyone explain it to me?

    It means that the forum managers do not want people to post messages on behalf of the person who has been banned.
