The verb is 'felt' and the subject is 'my uncle'. The 'who' clause functions as an adjective.
'that evening' functions as an adverb. It tell us when your uncle felt excited. The relative pronoun 'that' refers back to
the evening in question. The phrase 'the evening', although 'the' expresses a specific evening, doesn't express which evening.
