I understand the words individually but I cannot understand the emboldened parts (either on-site ..........from the providers) together?

Can you explain them in a simple way to me?

The words "on site" simply refer to their location. The words "from the provider's" refer to the provider's location. (I am not sure what "provider" means in this context, but additional context would probably make it clear.)
