what does the underlined word mean in this context, please? I couldn't find a good explanation on the dictionary.

"In general terms, people who are not well should not be driving," he said. (He is making a general statement that it's better for someone who is ill to not drive)

"But if you are hypomanic, it's a liability." (But if you suffer from this illness, driving can be really dangerous and really risky for you and for others)

It is something that causes you a lot of trouble - ie, if you are hypomanic and drive, you will be very unlikely to control the vehicle safely and will very likely cause an accident.
