can you please tell me what "put the medium on target" mens in this context?

This kind of telemarketing - the "sensitive sell" - has tremendous business-building potential. Yet, most companies that use telemarketing don't know how to put the medium on target."

They don't know how to use messaging effectively for telemarketing; they can't use it to achieve their aims.
