I was excited to be going somewhere in a car.
Is this a fine sentence? How about changing it into 'I was excited about going somewhere in a car'?

They mean roughly the same:
I was excited about (the fact that I was) going somewhere in a car. = I was excited to be going somewhere in a car.
I can see you like using the Corpus, don't you?

My Chinese translation of COLLINS ENGLISH USAGE says that we shouldn't use 'be excited to do sth' when we want to express our eagerness to do sth. Thus I have this question.

I've got the same software, Collins COBUILD Resource Pack, in which it says the same.
There are cases which can easily refer to the rule prohibiting that use, but not in the above sentence, though:
I was excited to hear that I had been chosen the best player of the tournament.
I'm really excited to tell you the news.
Wendy is too excited to express her happiness.
Beyonce was so excited to be asked to sing before the president of the USA that she burst out crying.
