Assessment or evaluation, which is approriate if you examine the technical conditions and give your expert opinion?
I'd prefer 'assessment of technical conditions'.
Does either of them also imply that an examination precedes the assessment/evaluation? Or should I say 'examination and assessment/evaluation of technical conditions?

First you assess to see where things stands, then you use the results of the assessment to do something, usually improve something, then you evaluate what has been improved. Where are you in that continuum?
