The following in bold is confusing. What does it mean?
You do not complain about your areas of concern over coffee with a coworker who has no authority to change the situation. You do not identify internal problems externally---meaning to someone outside your organization.

I agree. I think the last phrase means this: 'When I say "identify... externally" I mean "identify to someone outside your organization'.

Then in the sentence, does "identify" mean "inform" someone outside the organization of the internal problems, or "disclose" internal problems to someone outside the organization?

You do not discuss internal company problems with a person not employed by the company - an outsider.
