Are overriding importance and priority the synonymous? And it seems to me that "overriding importance" is more important than " priority" is that so? And in the following sentence can "of overriding importance " be replaced by "the priority"?

We must adhere firmly tothe strategic thinking that development is of overriding importance and keep a firm grasp of and make good use of the period of important strategic opportunities.

Something that is of overriding importance is so important that it takes precedence over everything else. Priority is too soft in meaning in this context.
