One meaning of
would is, to give consent. My mom didn't consent to let me go out.
Please note, capitalize
Mom only when it's used in place of a her name:
EX: John said that
Mom will be late for dinner tonight. ('Mom' is capitalized because that's the name her children call her. That's the name they address her with.)
EX: John said that
his mom will be late for dinner. ('mom' is not capitalized because it's not being used as someone's name. 'mom' expresses a female parent, whereas 'Mom' expresses someone's name. The same holds true for Dad/dad, Sister/sister, and so on.
