could you please tell me what "arrangements" means in the following sentence:
It has been established that the following citizens XXXXXXXX acting in a group of accomplices with previous arrangements recruited no less than 100 persons in the territory of XXXXX being aware that the victims would be exploited for forced labour.

I think it means that the bad guys had met earlier to plan (arrange) what they were going to do.
They presumably had previously made arrangements for recruiting unwary workers.
