Is the underlined proper? Is it original English?

As major energy producers and consumers, our two countries should, and are entirely able to, strengthen energy cooperation, including cooperation in the research and development,and application of clean and alternative energy resources and the construction of nuclear power plants

And can the underlined be replaced by completely can?

The underlined portion could be replaced by "can" - but the extra word, completely, is redundant, unnecessary.

The underline portion is better expressed exactly as originally shown, however, for clearer emphasis of the abilities of the two countries.
