I'd like to ask about the meaning of "boost development" and "would" in the following context:
In this scenario, therefore, sending migrant workers abroad has itself become an attractive strategy for helping boost development in developing countries. The evidence would prove that from 1991-2000, remittances flowing in to developing countries have grown from US$ 33.1 Billion to US$ 65.3 Billion while Official Development Aid (ODA) or aid that is granted by one country to assist the development of another, has decreased from US$ 49.5 Billion to US$41.3 Billion.
Does "boost development" mean "development/increase of growth"?
And does "would" imply second conditional as in "If I had a lot of money I would buy..."?
1 Yes; it means to help further the development in the countries.
2 As this section is a scenario, hence not an actual situation, then it follows that the conditional form is used for ther evidence as it is not factual, but dependent on the scenario.
