They can be. It would depend on the context.

I'm only familiar with "open mike" which (in this context) means that anyone can come up and do comedy, sing, read a poem, or perform whatever type of entertainment that is sponsored in that venue.

(Another use of "open mike" is a mike that is "live" or "on.")
