Default I was just making myself some tea

I was just making myself some tea. Would you like some?

The above sentence comes from COLLINS. I'd like to know if the speaker has finished making tea and if we can also say 'I'm making myself some tea' or 'I've made myself some tea' or 'I've been making myself some tea'?

Could I ask native speakers to help me please? Thank you in advance.

It isn't clear. It doesn't matter. It's simply a polite construction.

The point is that the speaker is inviting the guest for tea. That is very clear. And polite.
