what does the "obstacles are what you see when you take your eyes off the goal."?

The 'goal', or 'target', is the thing you are trying to achieve.

The 'obstacles' are whatever problems stand between you and the goal.

If you are truly committed to reaching your target, and focussed on your goal, you will overcome all obstacles without even seeing them (or at least, without seeing them as problems).

However, if you focus on the problems instead, maybe you'll just give up....
