What does it mean? Does it mean that this issue is important to Saly or it means that Saly has a strong opinion about this issue?

If something is very important to you, don't you think you're likely to have a strong opinion about it?

It means both. Depends on the context. If you know the issue, you can take it as it is important to Saly (f.ex. putting things away). If the issue is unknown, it means that Saly has a strong opinion about something (but we don't know the details).
