What are you talking about? Money exchange? Exchanging the sweater because if does not fit? Are you talking about buying goods at a store?

You can ask, "What is your refund policy?" - or - Can I exhange this if it does not fit?

And, Can't i use turn up to describe for gas to be on?
When else can i say turn up other than used with volume?

"Turn up" means to increase the heat to make it warmer. The heater is already ON and you want to make it warmer.

I can't turn up the heat. - or - How do you turn up the heat?
