English is already one of the two National languages of India. Most of the work is done in English. Though Hindi is the permanent National language, due to practical problems and political repercussions, English has been given extension of ten years each time for last sixty years.

It's a bit late, as Sudhkamp says. English is already a National language of India.
However, this is no guarantee that Indians can speak English.
There is a difference between an official language and a national language. A national language is often used to give a sense of identity (like Hindi in India - in theory). In parts of India, official languages are valid for states, but not for whole country.

Malay is the national language of Singapore, and only a small percentage of the population are Malays. Singapore also has 4 official languages - English, Mandarin, Tamil, Malay. These are the languages of education, business, law, etc.

Wales has Welsh as a national language, but because Wales if part of Britain, Welsh is not an official language. The purpose is one of solidarity, identity.
