What is the difference between reviwed and vetted?
Please help to clarify on the following sentence:-
the new policy shall at minimum "be reviewed" or "to be reviewed" or "to review" by the manager.

In this context, something that is reviewed is considered in order to make changes to it.
Something that is vetted is examined carefully to make certain that it is acceptable or suitable.
The new policy shall at least be reviewedby the manager.
