Hello everyone
I'd like to ask about the meaning of "mean the difference" in the following sentence:
Understanding a country’s (both laborsending and labor receiving) strengths and weaknesses, addressing and creating opportunities and responding to threats can mean the difference between continued growth or stagnation of an overseas employment programme.
Does "mean the difference" imply "create the difference"?
