There are two themes: "nuts" can mean someone who is odd or mad. Also, there is a requirement these days to warn people about the inclusion of nuts [tree seeds] in food products in case they have an allergy to nuts.

This cartoon is a pun. Here three words have different meaning,
1) staff : a) it means people who are working as employee
b) something which is staple or supportive

2) nut a) it means the fruit and nuts which you eat
b) another meaning, as Anglika pointed out a weird person.

3) Kitchen : it has got only one meaning here, the cooking team


The waiter is informing the customers that the Kitchen staff many contain nuts, i.e., the food stuff, while the other sound which comes out from the sentence is that kitchen staff has someone who is weird.

Here the word kitchen plays an important role in producing the confusion and the pun.
