Hello: I don't understand the exact meaning of "the house falls down!" In my opinion, it's more natural to say "the house is falling down". Why is the exclamation mark necessary at the end of the sentence in simple present tense? could you imagine a context in which we must or could use "the house falls down!" (I found the example in a grammar book, but the book simply says the simple present usage implies a dramatic effect, I don't see why?)
You are right. If the house was falling down, and you were watching it happen, you could say (independently of any other context) "The house is falling down!"
If you exclaimed "The house falls down!" you would immediately give away your non-native origins.
I can't think of a condition under which you'd say this without any qualification. Here is possible contrivance. "Each family of the native tribe of the area builds a simple mud hut. This lasts until the floods come, and then the house falls down."
