Default Double negative

Dear Teachers,

I have this to ask you:-What does this phrase means “every vote not disallowed at the meeting"

I don't understand in one phrase or one sentence containing two negative words, how can it be translated whether it means positively ("allowed" -in this case) or it means negatively ("not allowed" -in this case), please.

Thank you and best regards,
Piak

This is not a complete sentence. Please give the complete sentence and if possible some context.

This phrase, I found it in the United Kingdom - Regulations for Management of a Company Limited by Shares, for more context, I can not remember, It is actualy a regulation of a shareholders’ meeting, or something like that.

Thank you for your kind attention in replying my posted question,

By the way, could you please give the meaning of "a Company Limited by Shares" too. What does it really mean?
Best regards,
Piak

Legal texts can be somewhat difficult to interpret without having the complete unit.

Are you talking about a publicly traded company?
