    'To use his friends' description, he's arrogant.'

    You can't have 'an arrogant' - if you want to say he's an arrogant person. And 'as described' usually refers to a document: 'The TV, as described in the manual [or 'according to the description in the manual'] has two SCART sockets.'

    But anyway you tell that described is not the proper word.

    What would be this one.

    He was an arrogant man, according to his friends?

    or

    He was an arrogant man, this is how he was described by his friends?

    'According to' can be used to suggest disagreement (though it doesn't always): 'He was an arrogant man, according to some people; but his friends knew that his apparent arrogance was just a disguise.'
