    Hello! The paragragh I quoted is an excerpt from a report of the Daily Mail. (The subtitle of the picture in the report)

    Could you please tell me what "candy lady" means in this context? Is it a fixed term or it is coined by the journalist? Thanks!

    A lady who sells/likes sweets, but also a sweet lady, and possibly also carrying other connotations, such as drugs.

    It is not a fixed idiom, but there are similar terms such as Candy Girl and Candy Man.
