What is the meaning of "someone is lit up"?

It is an idiom indicating that the person is so happy that he appears to be glowing.

Does the definition of "light up something / light something up" apply to that of "light up someone / light someone up"?

Someone can be lit up [with joy, with excitement, with pleasure].
Something cannot light up someone.
A smile can light up someone's face.
