I have aproblem .this problem is , when i want to listen to the radios and televisions which speak english ican not understand what they say so please help me and tell me tips which can help me to improve my listening and understanding what i listened

Pick something understandible (easier material), I guess radios and tv are too much for beginners. The internet has lots of mini-videos and podcasts talking about anything you want, download them and listen as much as you can. Just a suggestion
