Order of words

Please clear my doubt!
Which one is more correct order? Is there any different meaning in between the two sentences?
1. It had hardly been raining when the hurricane hit the house.
2.Hardly had it been raining when the hurricane hit the house.

Both are correct, but the first is more commonly used, though I might rephrase it as "It had hardly started raining...."

Sorry, i don't want to answer the question but i'd like to ask relate to the word "hardly" above what does it meant? in my opinion the rain doesn't come. is that right? "hardly is an adverb but it comes first before the verb. or maybe it is like a gerund?

It is an adverb, and in this context means: scarcely; barely; only just

The rain had only just started...
