mandate is a set of laws granted by the voters to the president as their representative. After the elections, the president will receive a set of different policies to implement during his presidency... they all form a new mandate for the president to follow.

I haven't read the article but I am guessing the clear-cut mandate will be quite difficult to come up with while America is still tangled up in the war with Iraq, a lot of money is still pumped into the military while the country has one heck of a time trying to straighten out its own budget deficit, etc....
