Actually I didn't intend to put in the second "he". It was a typo!
As for for the "to which" being formal, how about these ones:
2-There was party he was invited to and/but didn't go.
3-There was party he was invited to and/but didn't go to.
I don't know whether one need the last "to" or not.
You would probably hear people leave out the last "to" in speech, but I'd bet that grammatically the "to" is required. That particular discussion I'll leave for the others here.
