Hello, I have a question about an expression of "with floor of (amount of money)"

Is it correct to understand the idiom as "minimum"?

Yes, that appears to be what this means, although I have rarely heard this expression. It may refer to an auction bid or a minimum investment required. "Ceiling" is used in the opposite way, to set an upper limit ("debt ceiling").
