Dear teacher,
I found the sentence: “ Tom is 100% honest ”. What does “100% honest” mean?

100% (in this context) means completely and fully.
I am 100% certain.
I am 100% ready.
Tom is 100% honest = I am completely confident in Tom's honesty/I totally believe Tom/Tom is absolutely not a liar.
