Default Verb And Time Reference

I have a question: verbs can be facts, habits, routine , facts about the present event and even scheduled,

Would the following sentence be a fact or fact about the present?:

Janet speaks French?

It's simply a fact.

If for some reason Janet loses her ability to speak French, then it would have been a fact about the present.

We can just call it a fact.
