I can't understand the meaning of off-centred presentation in the following paragraph:
For this measurement, only the range scale selector may be changed and the sea and gain controls may be adjusted before commencing this test. After adjustment, the test target shall be visible at the minimum range and at 1 NM with the same setting of the sea and gain control. An off-centred presentation is permitted for this measurement.

It seems to mean that the presentation can be moved away from the centre of the screen while you take the measurement.

But since your series of queries relate to radar, the assumption is that there is a screen on which the radar sweep is shown.

First of all, I don't know what a sweep is.

Secondly, I think the center is intended to be abstract rather concrete.
I think off-centred presentation is a certain style pf presentation rather than we actually move something away from the centre of something else.

I think off-centred presentation is a certain style pf presentation rather than we actually move something away from the centre of something else. It will almost certainly be concrete in the context of the text you have been asking about.
