Can the phrase "draw comparison" in the sentence "They drew comparisons between those who used their phones a lot and non-users." be explained with "weighed one up against another"?

Welcome to the forums.
Drawing a comparison implies assessing two or more sets of information and identifying the resemblances and differences.
Weighed up does not carry that meaning. To weigh up something means to assess it.
